Good Neighbor Agreement
Outside In serves a large range of community members in many programs, including our medical clinic, houseless youth services, on-site housing, education and employment center, harm reduction services, mental health and substance use supports, and LGBTQ+ affirming care.
It is our obligation to work toward providing a safe and welcoming environment for everyone at Outside In and our community neighbors. In this effort we ask that everyone respect our 2-Block Good Neighbor Agreement. Camping, substance use, property damage, and violence are not permitted within the area of Outside In and its neighbors (see map below).
All community members are expected to adhere to these agreements. Any client enrolled in Homeless Youth Continuum (HYC) services will be informed of these expectations and any issues with these behaviors in the area will result in inability to access youth services. More severe behavior could result in losing access to broader agency services.
Additional Information:
- Outside In does not control or advocate for camping sweeps. We do not coordinate sweeps with Rapid Response or the Portland Police.
- Most types of public camping were banned by Portland City Council effective July 1, 2024 and are enforceable by police.
- 13th Ave is considered a high traffic commuter route since it borders I-405 and allows access to several freeways. It is managed by the Oregon Department of Transportation (ODOT) who have publicly stated a commitment to sweeping camps along these corridors. This area is not managed by Outside In.
- Our neighbor, Northwest Academy, is a middle and high school. Substance use within 1,000 feet of a school is a Class A Felony.
